Responsibilities:
- Play a key role in the preparation and planning for the opening of the new Village responsible for the overall appearance, general operation, and repair of the facility’s mechanical, electrical, plumbing, and fire & life safety systems. Managing carpentry and painting repairs.
- Centrally owned FM standards are applied effectively at the Village, complemented by local FM procedures being in place and complied with covering FM operations. Compliance covers employees and maintenance suppliers
- Responsible for Safety Systems of Work (SSoW) (e.g., PTW) being in place and applied as appropriate to all maintenance jobs, with appropriately qualified / trained personnel
- Operate and inspect all fire safety measures and fire protection equipment and ensure compliance with fire safety codes
- FM supplier contracts are managed effectively through performance management to ensure Health & Safety (H&S) standards are met and service standards are being delivered to agreed Service Level Agreements (SLAs)
- Hire, train, and supervise all Village maintenance staff and contractors; Develop strategies to motivate staff and achieve goals
- Develop and implement preventative maintenance schedules for all building systems and equipment
- Accountable for ensuring asset data is complete and accurate in Planon and the Information Management System. Asset data includes but is not limited to, the Village asset hierarchy, asset register, PPM schedules, as-built drawings, distribution board schematics, and O&M manuals
- Data (metrics and reports) is generated through Planon, demonstrating current levels of performance. The data is used to make informed decisions for continuous improvement and addressing service issues
- Performance reports, demonstrating FM service quality are generated and shared with key internal stakeholders
- Monitoring utilities (electricity, gas, and water) and issuing reports on energy consumption of landlord assets
- Implement and manage the Computer Maintenance Management System (CMMS) Software (Planon), an asset and work order system to ensure preventative maintenance and building repairs are performed and documented in a timely manner
- Develop the FM budget supporting the preventative and annual maintenance plans and monitor expenditures
- Lead the development, budgeting, and managing of short-term and long-term facility capital projects
- Oversee outside maintenance contractors and service contracts for the village
- Directly monitor outside contractor personnel making sure that work is performed up to job specifications and company standards
- Investigate, analyze, and resolve operational problems, complaints, and emergency repairs in a timely and efficient manner
- Develop and implement of Standard Operating Procedure manuals for the maintenance of all building systems
- Ensure a safe working environment for all maintenance staff, including the development of a comprehensive workplace safety program, following all OSHA and local safety regulations
- Work with outside agencies such as fire, health, buildings departments to ensure all codes, licenses, and permits are up to date; Conduct periodic testing required assuring compliance with all government regulations; Ensure full compliance with OSHA regulations
- Comply with all company policies and procedures, including safety, insurance, incident/accident reports, purchasing, HR, payroll, and accounting
- Maintain an inventory and maintenance record for all equipment and supplies for the department; Ensure maintenance of tools and equipment is in good repair and properly stored
- Work with other Departments to ensure that each department’s building needs are met and staffed accordingly
- Develop and manage energy management program to include training and implementation of energy-saving initiatives
- Assist all internal departments, vendors, and clients as assigned and perform other job-related duties as requested and necessary
- Oversee inspections by all local / state / federal authorities
- Contribute to / support any H&S related investigations
- Develop and maintain a 10 year capex plan, based on reports and asset data, to ensure the planned replacement or enhancement projects as required via the asset life cycle plan
- Propose and / or evaluate Village asset enhancement projects, and through the FM team, project manage those that are supported
Requirements:
- Bachelor’s degree in engineering or a related field and/or a minimum of five years’ experience in new construction and retail facility management
- Technical knowledge in areas of preventative maintenance and CMMS software (Planon)
- Experience in various aspects of full building operations and technical training
- Strong background in HVAC, plumbing, electrical, carpentry and general repair
- Strong organizational skills, time management, detail-oriented, and planning skills
- Strong interpersonal skills with focus on customer service
- Ability to problem solve and make decisions that adhere to the purpose, mission and goals of Value Retail
- Ability to work with integrity, discretion and a professional approach
- Effective communication skills
- Skills in supervision, budget management and project management

- Fire and life safety director, FDNY – F89 course or similar
